Starting in 2019 you can only update 3 major releases higher than you currently are, i.e. from 20.3 to 22.1 = or from 22.1 to 23.2 =
If you try to jump 4 major releases, i.e. from 21.2 → 23.2 = that is not possible
1. In this case, first, you have to update to 22.1, then to 23.2.
