The Translation Steward reads from your SAP the available languages.
Only the installed languages in your SAP for the selected system are available.
That means, you have to install the language package in your SAP to be able to upload translations in this language to SAP.
If your SAP-System supports those languages, those should be selectable on the startup language screen:
